Local time is an input, not UTC

The same clock reading can occur twice when daylight saving time ends. It can be nonexistent when clocks move forward. The calculator must reject nonexistent times and ask which occurrence was intended for an ambiguous one.

An IANA time-zone identifier captures historical clock rules. A current UTC offset alone does not necessarily describe the offset on the birth date.

What changes when time is uncertain

The Ascendant and house structure depend on the time and location. The Moon can change signs during a day. Near a sign ingress, even a Sun-sign label may need a timed calculation.

An unknown-time chart should omit Rising sign and houses. If a midday reference is shown, label it as a reference instant rather than a verified natal placement.

Checking the source

Record whether a time comes from a birth record, family memory or an estimate. A precise-looking time is not automatically accurate. Astrology rectification is interpretation, not independent documentary verification.

For public figures, retain the source and uncertainty rather than infer a birth time from personality, appearance or fashion.
